Phil has left The Education Trust for his next adventure. Though he is no longer at Ed Trust, we maintain this bio page as a record of the wonderful work he contributed while with us.

Phillip supports the organization’s efforts to keep abreast of a number of state policy issues by tracking education related legislation and regulations in the states and serves as a resource to state-level advocates working on equity-oriented legislative proposals. He joined The Education Trust with more than six years of experience in state legislation and policy research, including serving as a legislative assistant with the National Alliance for Model State Drug Laws, where he was responsible for tracking legislation and conducting research on state policy. Phillip holds a bachelor’s degree in political science from Lipscomb University and a master’s degree in political management from the George Washington University.

What drew you to education?

I grew up in a small blue collar city where, for a long time, one could still get a good job after barely passing high school, let alone earning a college degree. For that reason, education wasn’t always valued in our community as much as it should have been, which had become apparent by the time I enrolled in high school. While I believe that I received a solid K-12 education, many students who did not seek one, or who did not have a parent who advocated on their behalf, were placed on a lower track, which often resulted in lower expectations and a lower quality of learning. I witnessed a lot of bright students relegated to lower tiers in high school, which I believe for some was a contributing factor in lowering expectations for their lives. As a result of this experience, I wanted to work to improve the system to help reduce the talent drain that occurs after lowering expectations for some students, while keeping them high for others.

Why are you passionate about working at Ed Trust?

Ed Trust strives to ensure that a fundamental American value, equality of opportunity, is more than just a myth for our country’s disadvantaged and sometimes marginalized children. The opportunity to be part of such an important mission makes me both proud and excited to work at a place where our efforts can change the lives of students for the better.
